About the Ministry

The Ministry of Endowments (Awqaf) and Islamic Affairs is one of the important ministries in the State of Qatar that applies Islam both as a methodology and ideology. It cares for the affairs of Muslims through different means: in the field of Da'wah (call to Allah), in running the mosques, maintaining and refurbishing them, and supervising them for the sake of the wellbeing of the Muslims, both the citizens and residents.
Its importance lies in reflecting the religious feature of the State through the various activities of its different departments acting in the field of Da'wah and propagating the human culture in its agreed-upon magnanimous values. In addition to the embodiment of social solidarity through the Sunni Endowment and Zakat Fund aids as well as communicating with the Muslims through the Internet. On the administrative level, the Ministry of Endowments and Islamic Affairs worked towards developing human resources and raising the efficiency of its staff with up-to-date courses in keeping up with the digital revolution.
 
Mosques' Affairs Department 
The Department of Mosques' Affairs administrates the mosques in different parts of the country, both in regard to supervision and maintenance, as well as renovating the mosques with carpets, the modernization of sound systems, air conditioning works, lighting, plumbing, carpentry and blacksmithing works. In addition to preparing the ‘Eed prayer places, and preparing the mosques throughout the year, especially in Ramadan and the two ‘Eids. 
Additionally, the Mosques' Department is also concerned with the human resources working in the mosques, such as the Imams, the preachers, and callers of the Athan, as it qualifies them with courses that raise their abilities in order to better fulfill their tasks.
 
The Mosques' Department further focuses on training the citizens in cooperation with the Department of Da'wah, as dozens of citizens among Imams and preachers were graduated and are now working in different mosques in the country. The Mosques' Department also organized the Ruqyah through the committee that supervises and organizes this work according to the Ruqyah derived from the Quran and the Sunnah, far away from sorcery and witchcraft that is forbidden in Islam.
Department of Da'wah and Religious Guidance
In the field of Da'wah to Allah, the Department of Da'wah and Religious Guidance works at its maximum capacity through its various sections, including Quran Memorization Centers, for both sexes, which are geographically spread throughout the different areas in the country. This was strengthened by organizing competitions for Quran memorization and setting valuable prizes for those who memorize the whole Quran, through the competition of Sheikh Jassim bin Mohammed Al Thani, may Allah have mercy upon him, the founder of the State of Qatar. This competition is organized on a yearly basis. 
The convoys of the Department of Da'wah tour the cities and villages and participate in the cultural and social events in the country with its publications, and it organizes workshops in schools, centers, and institutions in the community.
This is in addition to the services provided by the Da'wah Institute for Islamic Sciences, which contributed greatly to qualifying preachers and Imams. The contribution of the Department extends to include supervising the students of knowledge who study in universities abroad.  
The Department of Da'wah did not restrict itself to Da'wah on pulpits; rather, it has set up Da'wah centers for women, as well as intellectual, heritage, cultural and sports centers based on Islamic foundations that characterize the Qatari society who preserves their customs and traditions derived from the magnanimous Islamic law.
Department of Public Relations and Communication
The Ministry of Endowments and Islamic Affairs is one of the ministries that reaches out to its national environment and cooperates with various governmental institutions, the private sector and civil society charity and humanitarian organizations, as well as institutions of service nature through the Public Relations and Communication Unit, which operates in both ceremonies and hospitality as well as media relations. The first category is concerned with visas, hotels and travel tickets for the guests of the Ministry and its staff and organizing events and conferences.
As regards the second category, it deals with the communication with the media, including the audio and visual media and the newspapers. 
It also monitors the events and activities of the different Ministry Departments and the activities of the Women's Centers and branches in the Ministry through the Women's Section of the Unit at the Ministry's Headquarters.
The Ministry of Endowments and Islamic Affairs also publishes a monthly publication "Al-Minbar", which enumerates the work of the Ministry and the relevant bodies in the Islamic, humanitarian and charitable environment. It also has influences in a number of Departments such as "Awqafuna" issued by the General Department of Endowments, as well as the Zakat Fund Bulletin.
Sheikh Abdullah Bin Zaid Al Mahmoud Islamic Cultural Center
The ministry has also ignited a guiding light for the Muslims by which both the Muslims and non-Muslims are guided. Its objective is to introduce the true religion and to spread the Islamic culture, its past, and present, and to teach the language, in which the Noble Quran came down, to non-Arabic speakers. The Islamic Cultural Center has also translated Islamic books into several languages in order to introduce Islam to the world. It communicates with the communities residing in the country and organizes for them introductive and cultural events in various areas. 
The Islamic Cultural Center has dedicated a permanent exhibition at its headquarters (Fanar), which tells about how Islam spread, its creed, its culture, and its history, filled with the meanings of humanity; a matter that met a large turnout of both Muslims and non-Muslims. The Islamic Cultural Center (Fanar) has also demonstrated for the non-Muslims that Islam is a religion of tolerance and mercy, through the Friday sermon delivered in English. It gave the opportunity to non-Muslims to know about Islma and mosques and correct the misconceptions the so-called terrorism which is thought that the mosques portray its name. 
When they entered the mosques, they did not find except the pulpit, the Mus’hafs (hard copy of the Quran) and the establishment of the obligatory prayer; so they changed their belief and realized that Islam is the religion of mercy for all mankind.
The Islamic Cultural Center (Fanar) is concerned with the introduction of Islam in its moderate form that addresses the people with a scientific, cultural and religious methodology, as well as Da'wah approach that introduces Islam and shows that it is valid for all times and places.
Islamweb.net Website
In addition, the Ministry of Endowments and Islamic Affairs flew high in the sky with its Da'wah and excelled in communication through the Internet by launching "Islamweb.net" website, which is a distinguished site that has won many international and regional awards, thanks to its excellence in its presentation of the noble meanings of Islam through the Internet. It reaches out to all the people, families and individuals. Islamweb.net has dedicated to the child a corner which is one of the best sites that has been introduced in the world of communication through the Internet, which is "boys and girls" corner”. It has won excellency awards. 
Additionally, there is the Fatwa Center and Advisory Section that are visited by thousands of people asking Islamic questions that are addressed and answered by the scholars of the site with convincing and comforting answers. The site operates in many languages: in Arabic, English, French, German and Spanish. It has taken the lead among Islamic sites around the world.
Zakat Fund Department 
The Ministry of Endowments and Islamic Affairs did not stop at this limit but continued to work day and night through the Zakat Fund, which fulfills the need of families and individuals, both citizens and residents, in all seasons of the year, in Ramadan projects, in providing a food basket, feeding the fasting people, clothing the poor in ‘Eid, and offering cash money as tips on ‘Eid day. The Zakat Fund also provides ‘Eid sacrifice, ‘Eid al-Adh’ha clothing, sponsors students of knowledge, provides treatment for patients, repays debt for the debtors, and makes a way out to the people in hardship and difficulties; (all this) with the money of benefactors in Qatar. May Allah reward them greatly on behalf of the Muslim nation. 
The Zakat Fund has tens of centers in different cities in the country and it communicates with the community through many outlets and electronic payment networks to reach the benefactors in their places and to promote the obligation of Zakat and make them aware of the recipients of Zakat according to the Islamic Shari'ah. 
The Zakat Fund calculates the Zakat of funds for institutions, companies, and individuals, and holds many courses for this purpose by its competent staff.
Administrative and Financial Affairs, Human Resources, and Information Systems
In the field of training, development, human resources, and the 
website of the ministry, space cannot expand to include all the administrative achievements and the organization of financial affairs, and information systems that supervise computers and networks, and electronic programs and the Ministry's sites on the Internet, in addition to communications. It is enough pride for the Ministry to be the first to apply the concept of e-government and put an end to traditional paper-related work. 
In order to facilitate the administrative procedures of the Ministry's employees, the Ministry has established a call center on digital switchboard under the supervision of highly qualified female employees, and the ability to communicate and respond to inquiries about salaries and immigration affairs. The Ministry also follows with concern the development of the practical capabilities of the professional staff working in various departments through primary, intermediate and advanced courses, as well as local courses of international nature to people in charge and their assistants, and it has widely opened the door to employ Qataris by accommodating many qualified people, and it also hosted high school students in an annual training in the summer holidays.
Hajj and Umrah Department 
In addition to acts of worship and Da'wah, the Ministry is concerned with aspects of interest to the community, such as supervising the affairs of Hajj and ‘Umrah, and it established a Department for this purpose to organize the affairs of Hajj and ‘Umrah, and to continuously coordinate with the Saudi authorities via the Ministry of Hajj for cooperation with the guests of the Most Merciful, who are the pilgrims [who go for Hajj] and those who go for ‘Umrah. 
This is done through coordinating with the Hajj campaigns by granting them licenses and following up with them about the implementation of the conditions that must be undertaken to facilitate the procedures, among which are the conditions of security, safety, transportation, food, and housing. 
This is done through the Committee of Hajj Affairs that organizes the fifth pillar of Islam, which continues its organizational work from within the State and from its headquarters in the Holy Land. 
It communicates with other Hajj missions to exchange views and learn about practical and scientific experiences that contribute to the provision of assistance to the pilgrims to the House of Allah.
General Department of Endowments
In regard to the interaction with the society, the Ministry of Endowments and Islamic Affairs supervises the General Department of Endowments, which is the authority concerned with the administration of the Waqf (endowment) funds and their investment, and disposing of them on an economic basis in accordance with the Shari'ah regulations, for the purpose of developing them and preserving them by spending them on the recipients as specified and conditioned by the donors (benefactors), and implementing the rulings and final decisions issued by the committees and courts concerning their division, or entitlement, or otherwise, and concluding contracts and carrying out all actions and works that would achieve the purpose of its establishment.
The General Directorate of Awqaf has contributed to laying out the foundation of the concept of Waqf in the community, and it opened wide horizons for communication with the benefactors in the country who have made a significant contribution to the endowment in charity, whose profit is for the works of benevolence and piety. 
The benefactors extended their hands to interact with the community in their social issues, such as helping young people to get married, and many projects and programs related to the family and the individual; this is done with a blessed cooperation with the Ministries and Institutions in the country, both public and private, and with the civil society charitable and humanitarian organizations.
Department of Islamic Affairs
In the field of Islamic affairs, the Ministry through the Department dedicated to this purpose, is concerned with reviving the Islamic heritage by concretizing the publications (books) of the former scholars from being only manuscripts to publishing them, as these scholars who worked day and night had left these manuscripts to enlighten the minds and insight of the Muslims. So these manuscripts have seen the light thanks to Allah, and then thanks to the keenness and determination of the zealous people about Islam from the loyal people of Qatar, through its review, revision, printing, and distribution. The Department of Islamic Affairs has allotted for this purpose a hall entitled "Heritage" for the distribution of Islamic books, as it distributes its publications, such as the books of creed, jurisprudence, biography, and copies of the Quran, and it distributes them free of charge inside and outside the State. 
The Quran of Qatar, which is now in our hands, is clear proof of the State's keenness on the Book of Allah. 
The Department of Islamic Affairs also inspects Islamic compilations, whether it is publications, videos, or audios, and it is also concerned with Islamic relations through the supervision of Islamic projects abroad represented in Da'wah Centers, mosques and educational and health centers in many countries of the world.
Department of Research and Islamic Studies
The Ministry of Endowment and Islamic Affairs has a Department dedicated to Islamic Research and Studies that has a global feature; this is because the Ministry believes in the great role played by the scholars of the Muslim Ummah (nation) as they provide their Muslim brothers with the beneficial knowledge  and studies in which the Muslim finds whatever he looks for in regard to true (valid) worship and other ways of life as the righteous predecessors used to be. 
Among its important affluence, is Kitaab al-Ummah (this is a title of a book –The Book of the Nation), which has been issued so far 135 times (issues) and which addressed various issues on the Islamic arena.
The Department of Research and Islamic Studies includes an endowment and a Library of Sheikh Ali bin Abdullah Al-Thani, may Allah have mercy upon him, for science and studies, and which is frequented by students of knowledge as well as the general public because of what it contains of rare pearls in jurisprudence, biography, literature, culture, and arts.
